§ 5-6-2. Fire Chief.

  • There is hereby established the office of Fire Chief, who shall have the management, control and supervision over all employees assigned to this Department, subject to the supervision of the Village Manager. He shall be appointed by and serve at the pleasure of the Village Manager and shall be under the direct supervision of the Village Manager. He shall perform all such duties as enumerated in the Municipal Code, State statutes, or other Village ordinances, and such other duties as may be assigned or required of him by the Village Manager.

    The position requirement for the position of Fire Chief shall be as follows:

    A.

    Residency. Residence in the Village of Hoffman Estates within 12 months after appointment unless such time is extended by the Village Manager for good cause.

    B.

    Education or Experience. The Fire Chief is required to possess skills, knowledge and a Bachelor's Degree in fire science, public administration or related field or a minimum of five years progressively responsible supervisory experience in a command capacity in fire suppression including extended experience in management, supervision, and a command of a fire organization, or both.

    C.

    Knowledge, Ability and Skills. The Fire Chief shall possess extensive knowledge of the principals and practices of modern fire administration including the methods and standards by which professional fire services are evaluated.

    Thorough knowledge of pertinent federal and state statutes and municipal ordinances.

    Thorough knowledge of fire sciences, emergency medical services, fire prevention, fire ground command operations, training techniques and all related aspects of fire services.

    Considerable knowledge of fire apparatus, equipment, tools, telecommunications devices and related materials common to the fire service.

    Considerable knowledge in supervisory techniques and ability to apply this knowledge in a union environment.

    Considerable ability to command fire suppression activities, emergency medical incidents and related activities.

    Ability to organize and administer a comprehensive program of public safety in the fire department component.

    Ability to skillfully uphold and implement Village policies; direct departmental staff in order to maximize the delivery and coordination of public services.

    Ability to tactfully and professionally direct subordinates; to develop departmental, divisional and employee goals and objectives in accordance with the mission of the Village; to measure success of goals and professionally evaluate employee performance.

    Ability to problem solve, plan, implement and evaluate departmental programs.

    Ability to comprehend complex organizational and service delivery issues and to make decisions in accordance with the best interest of the Village.

    Ability to coordinate the enforcement of federal, state and Village laws with respect to the fire department.

    Ability to budget in accordance with municipal and departmental goals and to maintain budgetary compliance.

    Unusual ability to communicate with the public, Village officials and other employees and departments in routine and stressful situations.

    Physical ability to perform successfully in the position.
