§ 11-4-1. Permits.

  • A.

    It shall be unlawful for any person to construct, alter, repair, remove or demolish any part of buildings, structures, drives, utilities, underground or overhead services or the appurtenances thereto, dig any hole, ditch or drain in, or dig or remove any sod, stone, earth, sand or gravel from, or plant, cut, trim, prune, remove or spray any tree, shrub or plant, or make any opening in any public way or other public place, without first obtaining a permit from the Director of Code Enforcement or the Director of Public Works, depending on the nature of the project. For purposes of this Article, a private street shall not be deemed to be a "public way" or a "public place".

    B.

    No permit shall be issued for the opening of any public way or public place until the Director of Code Enforcement and the Director of Public Works have been fully advised of the time, place and character of such opening. All applications for permits shall be accompanied by a plat indicating the character and dimensions of any proposed opening for the installation of new work, or the location and character of any alterations involving changes in the location of pipes, conduits or other conductors. An application for utility work shall require that the applicant's contractor or subcontractor shall:

    1.

    Furnish proof of a current contractor license from the Village of Hoffman Estates.

    2.

    The location and description of the contractor's or sub-contractor's permanent place of business.

    3.

    Proof of insurance and permit bond. Refer to Section 11-4-2.

    4.

    Maintain and have available for Village review upon request documentation relating to experience and expertise level of all new members, operation machinery, crew supervision standards and project management experience.

    5.

    Provide evidence for each separate crew that a crew leader has at least two years experience.

    6.

    Provide evidence of ability of on-site work crews to interpret drawings in order to complete installations according to design parameters and evidence of ability of crew to recognize and resolve problems encountered during construction operations.

    7.

    Provide prior to commencement of work a proposed work schedule and agree to meet with Village representatives prior to commencement of work.

    8.

    Provide emergency notification and reporting procedures for utility strikes.

    9.

    Provide timely work schedules by fax or hand delivery 24 hours in advance of actual work.

    10.

    Provide written documentation of underground utilities, located by J.U.L.I.E., prior to beginning of work.

    C.

    A contractor or subcontractor working under a permit shall:

    1.

    Display a Village permit card on the job site at all times. The permit shall be displayed in the windshield of a vehicle staying on the job site or on a barricade at the job site.

    2.

    Comply with Hoffman Estates Municipal Code construction activity requirements except that in cases of emergency outages, utility companies may work at any time of day or night, but must notify the Public Works Department through the Police Department.

    3.

    Protect all public and private utilities and shall notify the owners of all utilities at least 48 hours prior to commencing work for location of utilities and no work shall commence without proper locations. See Section 7-8-8-C for hours of work.

    4.

    Cease working if it is discovered that additional utility locations are required.

    5.

    Not be permitted to park or store construction equipment on Village rights-of-way without prior written approval from the Director of Public Works.
